Financial Assistance for Families of Punjab Employees Who Die in Service

When a Punjab government employee dies while in service, the Finance Department's financial assistance package provides the family with a one-time lump-sum grant, a monthly family salary until the deceased's date of superannuation, and several other benefits. The package was notified on 15 August 2017 and has been revised several times since then.

This calculator works out the lump-sum grant from the date of death and the BPS in which the employee was drawing pay. For deaths on or after 2 December 2024, it also shows how the grant is shared among the eligible family members under the Finance Department's clarification dated 10 December 2025.

How the Calculator Works

  1. The date of death decides which rate table applies, because the lump-sum rates were revised in November 2023 and again in January 2024.
  2. The BPS at the time of death places the employee in one of six pay-scale groups, and each group has a fixed grant.
  3. For deaths on or after 2 December 2024, the family details decide who receives the grant and in what share.

Lump-Sum Grant Rates by BPS

The grant depends on the pay scale in which the civil servant was drawing pay at the time of death.

Who Is Eligible for the Financial Assistance Package?

For deaths on or after 2 December 2024, the Finance Department's letter dated 27 August 2025 detached the package from Rule 4.10 of the Punjab Civil Services Pension Rules and declared the following family members eligible:

  • A wife or wives, in the case of a male civil servant.
  • The husband, in the case of a female civil servant.
  • Sons below the age of 24 years and unmarried daughters.
  • Physically or mentally handicapped children, without any age limit.

The family of an unmarried civil servant who dies in service on or after 2 December 2024 is not entitled to the package. For deaths before that date, eligibility followed the family definitions of Rule 4.10 applicable at the time, so the calculator shows the total grant without dividing it.

How the Grant Is Shared Among Heirs

The Finance Department's clarification dated 10 December 2025 explains how the package is distributed:

  • One surviving widow (or widower), with all children from that marriage: the full package goes to the surviving spouse.
  • Spouse not alive or divorced: the package is divided equally among the eligible children.
  • More than one widow, or children of a wife who died earlier: if the widows and eligible children together are four or fewer, everyone receives an equal share. If they are more than four, each widow receives one-fourth and the balance, if any, is divided equally among the children.
  • Female civil servant with children from a former marriage: the package is divided equally among the husband and all eligible children. If they are more than four, the husband receives one-fourth and the balance is divided equally among the children.

Example: a BPS-18 officer dies on 10 January 2025, leaving two widows and three eligible children. The grant is Rs 6,000,000. As there are five beneficiaries, each widow receives Rs 1,500,000 and each child receives Rs 1,000,000.

An eligible heir cannot surrender his or her share to another heir, as the policy contains no such provision.

Are Contract Employees Eligible?

Yes, if they were recruited under National Pay Scales against regular posts. Their families receive a lump-sum grant under the S&GAD notification dated 19.04.2019, at the rates the civil-servant package fixed in 2017: Rs 1.6 million (BPS 1–4) to Rs 4.0 million (BPS 20 and above). The S&GAD notification dated 16.06.2021 limits this benefit to such contract employees.

Employees on projects, programmes, PMUs or PMOs, time-bound development activities, work-charged posts, daily wages, contingent pay, or special or fixed pay packages are not covered. The higher rates notified for civil servants in December 2023 and February 2024 were issued for civil servants, and no notification on record extends them to contract employees.

Family Salary Through an OSD Post

In addition to the lump-sum grant, the family of a deceased civil servant receives a monthly family salary through the creation of an OSD post. Under the Finance Department's letter dated 19 August 2024, it consists of the basic pay and admissible allowances, namely House Rent Allowance, Special Allowance 20% (2009), Medical Allowance, Utility Allowance and Adhoc Relief Allowances, along with annual increases in the basic pay.

The family salary continues until the deceased's date of superannuation, which is the day before his or her 60th birthday. After that date, family pension is admissible under Rule 4.10 of the Punjab Civil Services Pension Rules.

The calculator does not estimate the family salary, because it depends on future increments, pay revisions and relief allowances. A few practical points:

  • Administrative departments must forward the case for creation of the OSD post to the Finance Department, complete in all respects, within ten days of the death (Finance Department letter dated 16.01.2024).
  • Legal heirs drawing the family salary must submit a life certificate or no-marriage certificate to the Accountant General Punjab or the District Accounts Office twice a year, on Forms C and C-I (Finance Department letter dated 04.06.2025).
  • If the widow remarries or dies, the family salary is divided equally among sons below 24 years and unmarried daughters; handicapped children receive it without any age limit (Finance Department letter dated 10.12.2025).

Other Benefits for the Family

  • Education: for deaths on or after 10.01.2024, actual fee and mandatory charges are reimbursed for up to three children, up to 16 years of education at any public or private institution in Pakistan. For earlier deaths, an educational scholarship is admissible from the Benevolent Fund for up to three children.
  • Employment of a child or widow (BS-1 to BS-11): available for deaths from 22.02.2017 to 20.11.2023, discontinued for deaths from 21.11.2023 to 09.01.2024, restored for deaths from 10.01.2024, and not available for deaths on or after 26.07.2024, when Rule 17-A of the PCS (A&CS) Rules, 1974 was omitted.
  • Retention of government accommodation till the deceased's date of superannuation.
  • Marriage grant and monthly benevolent grant under the Punjab Government Servants Benevolent Fund rules.
  • Free health facilities as per entitlement during service.
  • General Provident Fund balance under the Punjab General Provident Fund Rules, 1978.
  • Group insurance under the Punjab Government Employees Welfare Fund Ordinance, 1969.

Under the 2017 package, the pension or GP Fund sanctioning authority of the office is nominated as counsel to help the family complete the whole process in the shortest possible time.

Important Notes

  • This calculator gives an estimate based on the notifications listed below. The final amount is sanctioned by the competent authority.
  • Deaths before 22.02.2017 fall under the earlier package of 2014 and are not covered.
  • If the Finance Department or S&GAD issues a later notification, it will prevail over the figures shown here.
