What this calculator can verify

Pay fixation identifies an employee's basic-pay stage after a qualifying event. For an approved ordinary lower-to-higher BPS move, this calculator uses the selected government's BPS-2026 scale to show the next higher stage and exactly one premature increment. It does not silently apply that method to Time Scale, same-BPS, personal-pay or exceptional cases.

Promotion pay fixation and premature increment

For an approved ordinary promotion or actual-post upgradation from a lower to a higher BPS, the engine uses the selected jurisdiction's BPS-2026 scale. It finds the first new-scale stage strictly above verified existing basic pay, then moves to the next valid stage for exactly one premature increment. The increment amount is the annual increment of the new BPS-2026 scale, not the old scale.

Premature increment is not the annual increment. A later annual increment may be considered on 1 December under the applicable conditions; this calculator does not add it to the immediate fixation result.

Same-scale promotion

An ordinary Federal promotion to a higher post carrying the already-held BPS allows the next stage, equal to one increment. The verified KP order is different: it allows that next-stage advance plus one additional premature increment. The form keeps these rules separate and blocks a result that would cross the maximum stage.

Upgradation is not move-over or time scale

The approved higher-BPS method requires an actual upgrade of the post. It does not cover move-over, selection grade or Time Scale awards. The result is transparently labeled as a HisaabKit general pay-fixation calculation where a jurisdiction-specific notification does not establish every calculation step. Departmental or service rules may override it.

Time Scale and higher scale

Time Scale is displayed as a distinct event but does not calculate final pay. The Federal 2022 policy expressly excludes a premature increment and gives a limited 1 December option; the supplied documents do not establish a complete, universal stage-selection formula. The Sindh time-scale documents likewise cover only named employee groups and cannot be applied to everyone.

BPS-2026 point-to-point conversion

For Federal, Sindh and KP employees in service on 30 June 2026 who take BPS-2026, the verified pay-revision notices keep the same stage number in the corresponding 2026 BPS from 1 July 2026. This is a pay-scale conversion, not promotion and not a premature increment. Punjab and Balochistan conversion remains disabled because that specific point-to-point treatment has not been enabled.

Why rules differ by jurisdiction

A matching BPS table does not make promotion, upgradation and Time Scale entitlements identical. Government-specific orders can change the number of advances, eligibility, date of effect and re-fixation options. The approved general method is therefore labeled clearly and does not replace a verified special rule or enable an unsupported combination.
