1.What Changed in the Revised Basic Pay Scale 2026?
The Federal Government issued the Revision of Basic Pay Scales and Allowances of Civil Servants 2026 through the Finance Division on 21 July 2026.
The revised scales took effect from 1 July 2026.
The revision introduced new basic-pay figures across BPS-1 to BPS-22. Employees checking their pay under the revised structure therefore need the 2026 scale rather than an older basic-pay chart.
The Finance Division subsequently issued a clarification regarding the revision on 4 August 2026.

It does not, however, show every employee's current basic pay because two employees in the same BPS can be at different stages.

1.2.What Is a BPS Stage?
Think of a Basic Pay Scale as a ladder.
Your BPS tells you which ladder you are on.
Your stage tells you which step of that ladder your basic pay has reached.
For example, under BPS-16:

- Annual Increment = Rs. 2,720
The minimum pay is the starting point.

Notice that each step increases by exactly Rs. 2,720, the annual increment for BPS-16 under this scale.

1.3.How to Calculate Basic Pay from BPS and Stage
Suppose you know:
BPS = 16
and:
Stage = 10
The formula is:
Basic Pay = Minimum Basic Pay + (Stage × Annual Increment)
For BPS-16:
Minimum Basic Pay = Rs. 33,720
Annual Increment = Rs. 2,720
Stage = 10
Therefore:
Basic Pay = 33,720 + (10 × 2,720)
10 × 2,720 = 27,200
So:
Basic Pay = 33,720 + 27,200
Basic Pay = Rs. 60,920
An employee at BPS-16, Stage 10 therefore has a basic-pay figure of Rs. 60,920 under this scale.
1.4.How to Find Your BPS Stage from Your Basic Pay
Now consider the more practical situation.
Suppose a government employee opens his payslip.
He already knows he is in BPS-16, and the payslip shows:
Basic Pay: Rs. 60,920
But he does not know the corresponding stage.
We can calculate it backwards.
Use:
Stage = (Current Basic Pay − Minimum Basic Pay) ÷ Annual Increment
For BPS-16:
Current Basic Pay = Rs. 60,920
Minimum Basic Pay = Rs. 33,720
Annual Increment = Rs. 2,720
First:
60,920 − 33,720 = 27,200
Then:
27,200 ÷ 2,720 = 10
So the employee is at:
BPS-16 — Stage 10

2.Practical Example: A BPS-16 Employee Checks His Payslip
Imagine a BPS-16 government employee sitting with his latest payslip.
It shows:

4.What Does Stage 0 Mean?
This is an easy point to misunderstand.
In the calculation method used here:
Stage 0 = Initial/Minimum Basic Pay
Then:
Stage 1 = Initial Basic Pay + 1 Increment
Stage 2 = Initial Basic Pay + 2 Increments
and so on.
For BPS-16:
Stage 0 = Rs. 33,720
Stage 1:
33,720 + 2,720 = Rs. 36,440
Stage 2:
33,720 + (2 × 2,720) = Rs. 39,160
This distinction matters when checking a stage calculation. Adding an increment to the initial pay before calling it Stage 0 would shift every later result by one stage.
5.Is Basic Pay the Same as Total Salary?
No.
This is one of the most important distinctions in the guide.
Basic pay is not your complete monthly salary.
A government employee's salary can contain basic pay plus applicable allowances and may also be subject to deductions.
Therefore, if your basic pay is:
Rs. 60,920
that does not mean your gross monthly salary or net take-home salary is Rs. 60,920.
When checking your BPS stage, use the amount specifically recorded as Basic Pay, not gross salary, total earnings or net salary.

6.What Is the Annual Increment in the Revised Pay Scale 2026?
Each BPS has its own increment amount.
For example:
BPS-1 = Rs. 520
BPS-10 = Rs. 1,430
BPS-16 = Rs. 2,720
BPS-17 = Rs. 4,110
BPS-22 = Rs. 10,470
The annual increment is therefore not the same for every government employee.
It depends on the employee's BPS.
Also remember that the mathematical next-stage calculation and an employee's actual entitlement/effective date are not necessarily the same question.
Actual payroll treatment must follow the applicable service and pay rules.
7.How Do I Know Whether My Basic Pay Is an Exact Stage?
You can check it mathematically.
Take:
Basic Pay − Minimum Basic Pay
and divide the result by:
Annual Increment
If the result corresponds to a valid whole stage within that BPS, the basic-pay amount matches that stage in the scale.
For example:
BPS-16 Basic Pay = Rs. 60,920
60,920 − 33,720 = 27,200
27,200 ÷ 2,720 = 10
So Rs. 60,920 is an exact Stage 10 value.
But suppose someone enters a basic-pay amount that does not correspond exactly to a stage in the selected scale.
You should not simply round the answer and declare a stage.
Instead, check:
- whether the correct BPS was selected;
- whether the amount is actually basic pay;
- whether the employee's record reflects a different applicable scale or pay-fixation situation; and
- whether the payroll/service record needs to be checked.
For an official service matter, the employee's service book, pay-fixation order, payslip and relevant Accounts Office/departmental record remain important.
8.Revised Pay Scale Chart vs Basic Pay Calculator: Which Should You Use?
Use the Revised Pay Scale Chart 2026 when you want to see the overall BPS structure: minimum pay, annual increment and maximum pay.
Use the Basic Pay Scale Calculator when you have a particular employee, stage or basic-pay amount in front of you.
For example:
“What is the minimum basic pay of BPS-16?”
The chart is enough.
But:
“My basic pay is Rs. 60,920 in BPS-16. Which stage is this?”
The calculator or stage formula is more useful.
And:
“What is Stage 11 of BPS-16?”
The answer is:
Rs. 63,640
The chart and calculator therefore solve related but different problems.
9.Why Basic Pay Also Matters for Pension Planning
Basic pay is not only a payroll figure.
For government employees approaching retirement, the applicable pensionable emoluments and service record become important inputs in pension calculations.
However, pension rules are not identical across every government.

11.Common Mistakes When Checking BPS and Basic Pay
11.1.Using gross salary instead of basic pay
Do not enter your total salary or take-home amount when trying to find your BPS stage. Use the figure specifically recorded as Basic Pay.
11.2.Using an old pay scale
A basic-pay figure from an older scale should not automatically be compared with the Revised Basic Pay Scale 2026.
Make sure you are checking the correct scale and effective period.
11.3.Counting the initial basic pay as Stage 1

11.4.Assuming every employee receives the same increment
The increment varies by BPS.

An employee says:
“I am BPS-16 and my basic pay is Rs. 60,920. What is my stage?”
Look up BPS-16:
Minimum = Rs. 33,720
Increment = Rs. 2,720
Calculate:
60,920 − 33,720 = 27,200
Then:
27,200 ÷ 2,720 = 10
Answer: Stage 10
Next-stage basic pay:
60,920 + 2,720 = Rs. 63,640
