How to Calculate Pay Fixation on Promotion & Upgradation in Pakistan 2026
Learn how pay fixation on promotion and upgradation is calculated in Pakistan under BPS-2026, including the next higher stage, premature increment, practical examples, provincial considerations, and official rules.

When a government employee is promoted or a post is upgraded to a higher Basic Pay Scale, one of the first questions is:
What will my new basic pay be?
Pay fixation is not normally calculated by simply adding the annual increment of the old pay scale. The employee's existing basic pay has to be compared with the stages of the new BPS, and the applicable fixation method then determines the new basic pay.

This guide explains that calculation step by step using BPS-2026 figures, practical examples and the rules supported by the calculator.
It also explains why Promotion, Upgradation, Same-BPS Promotion, Time Scale and normal Annual Increment should not automatically be treated as the same thing.

2.What Is Pay Fixation?
Pay fixation is the process of determining the basic pay an employee will draw after an event affecting his or her post, pay scale or entitlement.
For example, suppose a government employee currently works in BPS-16 and is promoted to a post carrying BPS-17.
The employee's BPS-16 basic pay cannot simply be copied into BPS-17 because BPS-17 has its own:
- minimum basic pay;
- annual increment;
- pay stages; and
- maximum basic pay.
The employee therefore has to be placed at the appropriate stage of the new scale.
The same issue can arise when a post is formally upgraded from one BPS to another.
3.HisaabKit Pay Fixation Formula
For an ordinary supported move from a lower BPS to a higher BPS, the calculator follows four steps.
3.1.Step 1 — Determine Existing Basic Pay
Start with the employee's current basic pay, not gross salary.
3.2.Step 2 — Find the First Higher Stage
Look at the stages of the new BPS and find the first stage that is strictly higher than the employee's existing basic pay.
3.3.Step 3 — Apply Premature Increment
Move one additional stage in the new BPS.
The amount of this increment comes from the new BPS, not the old scale.
3.4.Step 4 — Determine Fixed Basic Pay
The resulting stage becomes the estimated fixed basic pay under the HisaabKit general method.
Therefore:
Existing Pay → First Higher New-BPS Stage → Next Stage/Premature Increment → Fixed Pay
4.Example 1: Promotion from BPS-16 to BPS-17
Suppose Ahmed, a fictional government employee, is currently working in BPS-16.
His details are:

Rs. 60,920 is BPS-16 Stage 10 under the BPS-2026 stage structure used by HisaabKit.
Now Ahmed is promoted to BPS-17.
4.1.Step 1: Find the First Higher BPS-17 Stage
The relevant early BPS-17 stages are:

BPS-17 Stage 1 is Rs. 58,250.
That is below his existing basic pay, so it cannot be the first higher stage.
BPS-17 Stage 2 is:
Rs. 62,360
This is the first stage strictly above Rs. 60,920.
Therefore:
Initial fixation stage = BPS-17 Stage 2 = Rs. 62,360
4.2.Step 2: Apply One Premature Increment
The BPS-17 increment is:
Rs. 4,110
Therefore:
Rs. 62,360 + Rs. 4,110 = Rs. 66,470
Ahmed's estimated fixed basic pay becomes:
Rs. 66,470
The complete calculation is:
BPS-16 Stage 10 / Rs. 60,920
→ BPS-17 Stage 2 / Rs. 62,360
→ Premature Increment Rs. 4,110
→ BPS-17 Stage 3 / Rs. 66,470
5.Why Is the BPS-17 Increment Used?
This is one of the most important parts of the calculation.
Ahmed's old BPS-16 increment is:
Rs. 2,720
But the BPS-17 increment is:
Rs. 4,110
Once the fixation calculation has moved into BPS-17, HisaabKit uses the new BPS stage structure for the premature increment.
Therefore, it does not calculate:
Rs. 62,360 + Rs. 2,720
Instead:
Rs. 62,360 + Rs. 4,110 = Rs. 66,470

6.What Is a Premature Increment?
A premature increment in a pay-fixation case should not be confused with the employee's normal annual increment.
Under the HisaabKit general higher-BPS method, after the employee reaches the first higher stage of the new scale, the calculation moves one further stage in that new BPS.
For Ahmed:
First higher BPS-17 stage = Rs. 62,360
BPS-17 increment:
Rs. 4,110
Therefore:
Fixed Basic Pay = Rs. 66,470
The premature increment is associated with the fixation event.
The normal annual increment is a separate matter governed by the applicable pay and service rules.
7.Pay Fixation on Upgradation
Promotion and Upgradation are related concepts, but they are not administratively identical.
A Promotion generally involves appointment to a higher post.
An Upgradation generally occurs when the government upgrades a post or category of posts from one pay scale to another under an applicable order.
HisaabKit therefore keeps Promotion and Upgradation as separate events even where an ordinary lower-BPS to higher-BPS calculation ultimately follows the same general mathematical sequence.
8.Example 2: Upgradation from BPS-14 to BPS-16
Suppose Sara, a fictional government employee, is at BPS-14 Stage 10.
Under the BPS-2026 figures used by HisaabKit:
BPS-14 initial pay = Rs. 27,060
BPS-14 increment = Rs. 2,090
Therefore:
Rs. 27,060 + (10 × Rs. 2,090)
= Rs. 27,060 + Rs. 20,900
= Rs. 47,960
Sara's existing basic pay is therefore:
Rs. 47,960
Now suppose the applicable order upgrades her post to BPS-16.
The relevant BPS-16 stages include:

Stage 5 is only Rs. 47,320.
That is below Sara's existing Rs. 47,960 basic pay.
Therefore, the first higher stage is:
BPS-16 Stage 6 = Rs. 50,040
The BPS-16 increment is:
Rs. 2,720
Apply one premature increment:
Rs. 50,040 + Rs. 2,720 = Rs. 52,760
Therefore, under the HisaabKit general higher-BPS method:
8.1.Estimated fixed basic pay = Rs. 52,760
The complete sequence is:
BPS-14 Stage 10 / Rs. 47,960
→ BPS-16 Stage 6 / Rs. 50,040
→ Premature Increment Rs. 2,720
→ BPS-16 Stage 7 / Rs. 52,760
This is an ordinary illustrative upgradation case. A specific departmental or government upgradation order may prescribe special treatment and should always be checked.
9.Promotion vs Upgradation vs Time Scale
These terms should not be used interchangeably.
9.1.Promotion
Promotion generally involves appointment to a higher post.
Where an ordinary supported promotion moves the employee from a lower BPS to a higher BPS, HisaabKit uses its general higher-BPS fixation method.
9.2.Upgradation
Upgradation generally concerns a government decision to place a post or category of posts in a higher pay scale.
The employee should verify that the post has actually been upgraded under the applicable notification.
A higher salary alone does not establish that a formal upgradation has occurred.
9.3.Time Scale
Time Scale requires separate treatment.
A Time Scale benefit can be governed by its own eligibility conditions and pay-fixation provisions.
It should therefore not automatically be calculated as an ordinary promotion or upgradation.
Where HisaabKit does not have sufficient verified rules to calculate a selected Time Scale case deterministically, the calculator blocks the calculation instead of guessing a result.
That is intentional.
10.Annual Increment vs Premature Increment
The two increments serve different purposes.
An annual increment is the employee's normal progression from one stage to another in the applicable BPS, subject to the relevant rules.
A premature increment in this guide refers to the additional stage used during a supported pay-fixation event.
Receiving a premature increment during fixation does not by itself mean that another normal annual increment should automatically be added.
The annual-increment date, eligibility conditions and any available option for fixation should be checked separately.

11.Federal Government Pay Fixation
Federal Government cases have substantial official documentation covering pay fixation, promotion, upgradation and pay-scale revisions.
For an ordinary supported move from a lower BPS to a higher BPS, HisaabKit uses the relevant BPS-2026 stages and fixation treatment supported by the calculator.

Federal same-BPS promotion is handled separately where the verified rule applies. It should not be forced through the ordinary lower-BPS to higher-BPS calculation.
12.Punjab Government Pay Fixation
For an ordinary Punjab Government Promotion or Upgradation from a lower BPS to a higher BPS, HisaabKit applies its general BPS-2026 fixation method:
Existing Basic Pay → First Higher Stage → One New-BPS Premature Increment → Estimated Fixed Basic Pay
This should not be interpreted as a claim that every Punjab department or special cadre has identical pay-fixation wording.
Post-specific upgradation orders, special service rules, personal pay, Time Scale and exceptional cases can require separate treatment.
Where a special Punjab Government notification applies to an employee, that notification should take precedence over a general calculator estimate.
Special cases involving personal pay, special pay, retrospective fixation or another exceptional order should be checked against the applicable official document.
13.Sindh Government Pay Fixation
For an ordinary supported Sindh Promotion or Upgradation from a lower BPS to a higher BPS, HisaabKit applies the general higher-BPS method.
However, Sindh also demonstrates why the nature of the benefit matters.
Specific Time Scale schemes can contain fixation provisions different from ordinary Promotion/Upgradation, including cases where premature increment is not allowed.
Therefore, HisaabKit does not automatically treat a Sindh Time Scale as an ordinary promotion.
The applicable Sindh documents available through the calculator should be checked when a special scheme or notification governs the employee's case.
14.Khyber Pakhtunkhwa Pay Fixation
KP has specific official material dealing with matters such as:
- premature increment;
- upgraded posts;
- same-scale promotion; and
- pay-scale revision.
HisaabKit therefore distinguishes an ordinary higher-BPS Promotion/Upgradation from a qualifying same-BPS promotion.
For an ordinary lower-BPS to higher-BPS case, the calculator uses:
Existing Basic Pay → First Higher Stage → One New-BPS Premature Increment → Estimated Fixed Basic Pay
Where the verified KP same-scale rule applies, the calculator uses that special treatment rather than the general higher-BPS formula.

15.Balochistan Government Pay Fixation
For an ordinary supported Balochistan Promotion or Upgradation from a lower BPS to a higher BPS, HisaabKit uses its general BPS-2026 fixation method.
The result should be understood as a practical estimate under the calculator's general method.
An employee governed by a special service, authority, department, Time Scale scheme or post-specific upgradation order should check the applicable notification before treating the estimated amount as final payroll entitlement.
16.Why Doesn't HisaabKit Apply One Rule to Every Case?
Because a move to a higher scale can happen for different reasons.
Two employees may both move from one BPS to another, but one may have been:
promoted, while another employee's post was upgraded, and a third may have received a Time Scale benefit.
Their applicable rules may not be identical.
HisaabKit therefore follows a simple principle:
Ordinary lower-BPS → higher-BPS Promotion/Upgradation: use the HisaabKit general higher-BPS calculation.
Verified special case: use the applicable special rule.
Unsupported or insufficiently verified special case: do not invent a calculation.
This is particularly important for Time Scale and other exceptional situations.
17.How to Use the HisaabKit Pay Fixation Calculator
Using the calculator requires only a few pieces of information, but they should come from the employee's actual record.
17.1.1. Select Your Government
Choose the applicable jurisdiction:
Federal, Punjab, Sindh, Khyber Pakhtunkhwa or Balochistan.
17.2.2. Select the Fixation Event
Choose the event that actually applies to your case, such as Promotion or Upgradation.
Do not select Promotion simply because your BPS increased.
Check the wording of your actual government or departmental order.
17.3.3. Enter Your Existing BPS
Select the BPS in which you currently draw basic pay.
17.4.4. Enter Your Existing Basic Pay
Enter basic pay only.
Do not enter:
gross salary, take-home salary, allowances or total earnings.
For example, if your payslip contains:
Basic Pay: Rs. 60,920
plus separate house rent, conveyance and other allowances, enter:
Rs. 60,920
17.5.5. Select Your New BPS
Use the BPS mentioned in your promotion or upgradation order.
17.6.6. Review the Calculation
Do not look only at the final figure.
Check how the calculator reached the result:
Existing Pay → Higher Stage → Premature Increment → Fixed Pay
This makes the result easier to compare with your official fixation statement.
18.Why Does the Calculator Validate Your Existing Basic Pay?
A BPS does not contain every possible rupee amount.
It consists of defined pay stages separated by the annual increment.
For example:
Initial Basic Pay + (Stage × Annual Increment)
produces the basic pay at a particular stage.
Therefore, if an amount does not correspond to a valid stage of the selected BPS, the calculator should not silently round it and continue.
Instead, verify your:
- payslip;
- current BPS;
- service book/pay record; and
- previous pay-fixation statement.

19.Common Pay Fixation Mistakes
19.1.Entering Gross Salary Instead of Basic Pay
Pay fixation deals with the relevant basic pay, not the employee's total salary.
Allowances should not be added to the basic pay before entering the amount.
19.2.Using an Invalid Basic-Pay Stage
Do not guess or round your basic pay.
Use the exact basic pay shown in the relevant official record.
19.3.Adding the Old BPS Increment
After reaching the fixation stage in the new scale, the HisaabKit general method uses the increment of the new BPS.
In our BPS-16 → BPS-17 example, this means Rs. 4,110 rather than Rs. 2,720.
19.4.Treating Time Scale as Promotion
Time Scale can have its own conditions and fixation treatment.
Never assume:
Time Scale = Promotion + Premature Increment
unless the applicable rule actually supports that treatment.
19.5.Automatically Adding the December Increment
A fixation-related premature increment and the normal annual increment are separate concepts.
Do not manually add another increment simply because the fixation occurred before December.
19.6.Ignoring a Special Departmental Notification
A general calculation cannot override a specific government order governing your post or cadre.
20.How to Verify Your Pay Fixation
A useful pay-fixation calculation should be independently checkable.
First, confirm your existing basic pay from your payslip or official pay record.
Second, confirm that it is a valid stage of your current BPS.
Third, verify the new BPS from your promotion or upgradation order.
Fourth, compare the calculator's new stages with the applicable BPS-2026 table.
