Punjab Makes S&GAD NOC Mandatory Before Fresh Recruitment Against Vacant Posts

The Government of the Punjab has instructed departments to obtain a No Objection Certificate (NOC) from the Personnel Wing of the Services & General Administration Department (S&GAD) before initiating fresh recruitment against vacant posts.

The direction appears in S&GAD letter No. SOP-IV(S&GAD)13-2/2026 dated 7 August 2026. Administrative Departments must first share their proposed recruitment plan with the Personnel Wing, S&GAD and obtain the required NOC before starting the recruitment process.

Why S&GAD introduced the NOC requirement

S&GAD states that a significant number of personnel from different cadres are available in the Surplus Pool of its Personnel Wing. The stated purpose is to ensure optimum use of these available human resources before departments move towards fresh recruitment.

In practical terms, departments are expected to consider whether available surplus staff can meet their human-resource requirement before beginning a new hiring process for vacant posts.

Which Punjab organizations are covered?

The instructions were addressed to all Administrative Secretaries of the Government of the Punjab. They specifically refer to Administrative Departments, Attached Departments, Autonomous Bodies and other concerned organizations across Punjab.

This means the direction is not limited to recruitment by one department. A proposal for fresh recruitment against a post should not be initiated without the NOC from the Personnel Wing, S&GAD.
