Federal Government Revises Assistance Package for Families of Employees Who Die in Service

The revised package covers financial assistance and other facilities for the families of regular Federal Government employees who die in service, subject to its terms. It distinguishes ordinary in-service deaths from security-related deaths and sets separate benefits for each category.

The Office Memorandum says the package was approved with effect from 28 August 2026. Its applicability clause says it applies to regular Federal Government employees who die in service on or after the date of issuance and supersedes the Establishment Division's previous Assistance and Shuhada Packages.

For an in-service death that is not treated as security-related, the notification lists the following lump-sum grant by Basic Pay Scale (BPS). Other benefits remain subject to the terms set out in the memorandum.

For a security-related death, the memorandum lists a separate lump-sum grant. It defines a security-related death as one resulting from an immediate and direct consequence of terrorism, militancy, violent resistance, targeted attack, or hostile action connected with the discharge of official duties.

It also lists separate grants where an employee dies in an accident while performing official duty. These cases are subject to an inquiry by the departmental committee described in the notification.

The memorandum also lists the following fixed assistance for disability and injury in the security-related column. The permanent- and temporary-disability entries carry the stated conditions.

The memorandum sets out the following continuing family facilities. The conditions and applicable pension rules in the official notification remain controlling.

For an ordinary in-service death, the memorandum provides a lump-sum grant in lieu of a plot where no plot had previously been allotted, at the following scale.

The security-related package lists the following house-purchase funding and monthly house and transport maintenance amounts. Eligibility and conditions are governed by the official memorandum.

For the family of a Shaheed, the memorandum lists full pay and allowances until superannuation, with increments and the full benefit of revised pay and allowance rates. It says this salary provision is not admissible in accident cases.

The memorandum also provides a 1300cc vehicle, Toyota Corolla, or equivalent amount for the family of a Shaheed in BPS 18 and above; for BPS 16-17 it provides a 1000cc vehicle or equivalent amount. It further provides for employment of a widow, widower, son, or daughter in a regular BPS 01-15 post without advertisement, in the manner prescribed by Establishment Division O.M. No. 8/23/2021-E-2(pt) dated 23 December 2022.

For both in-service and security-related deaths, the memorandum says a marriage grant of Rs. 800,000 may be granted on the wedding of one daughter of the deceased employee. It also lists free health facilities according to the deceased employee's entitlement during service.

It states that the unpaid balance of House Building Advance, Motorcar Advance, and Motorcycle Advance sanctioned by AGPR or a provincial AG Office is to be waived. It also says only the payable amount of General Provident Fund is to be paid to the deceased family.

The package refers to the Federal Employees Benevolent and Group Insurance Fund (FEB&GIF) for the following benefits, which remain subject to its applicable rules and rates.

Each Ministry, Division, or Department may nominate a BPS 17 or BPS 18 officer as counselor to finalize and arrange the package facilities for a bereaved family within one month of the incident.

The memorandum also directs Ministries, Divisions, and Departments to maintain an up-to-date list of each employee's family members for pension purposes and to ensure each employee's General Provident Fund nomination during their service.
